Practically, it cannot "filter" the scale-causing minerals from the water, as there is far too much volume of minerals to hold in the tiny cartridge. Instead, the cartridge releases a small amount of polyphosphates into the water. Those chemicals inhibit the formation of the scale -- in simple terms, they keep the minerals suspended in the water and inhibit them from forming the white deposits. Of course, the minerals have to go somewhere, and they can't stay suspended indefinitely as they won't evaporate as steam. Some of the mineral material inevitably forms scale, while the rest is flushed out of the humidifier tank in the flush cycle (which is frequently problematic on the troublesome TrueSteam humidifiers). So the polyphosphates released by this cartridge help to inhibit scale by keeping the minerals suspended until they get flushed.
