I trimmed down the top of the splash guard so that it was just below the ledge that the rack wheels ride on and now the flap isn't in the way and maintains it's approximate 45* designed angle. I ran a number of loads and it works like it should now. Yes I had the guard pushed down flush with the base, yes it still interfered with the wheels so it had to be modified. Two stars because...
