I found that the felt pre filters were larger then the original one that came with the unit and made the vacuum "whistle" when operating. After I trimmed the filter to match the original felt filter. not the foam filter, the "whistle" went away and performed as expected. The low rating is not to take anything away from the filter action but rather the need to trim it to fit my model Shark filter set (XFF350)and that there was no indication that trimming was necessary on the packaging. If a person does not have the original filter available I feel it would be impossible to try to trim the replacement close enough to avoid the noise an improper fit produces. We have the shark navigator lift away professional (NV356E) vacuum and the felt filter that comes in this pack is too big for the filter space but not by much so you can make it work. The foam filter is WAY too dense (at least that's what we think the problem is). Put the new filters in and turned on the vacuum and it sounds different than usual and smells hot. Put the upholstery attachment on the handle and there isn't even enough suction to make the brush bar spin. I turn it off, put my old dirty filters back in and turn it back on- the brush bar spins on high speed. So disappointed in this product.
